Why use this tool
Many images, one PDF
Combine as many as 50 photos or scans into one PDF, one image per page or two per page.
Fix sideways photos
Photos from phones are shown the right way up, and you can rotate any image by 90 degrees before creating the PDF.
Choose the page layout
Use A4 or Letter pages with a margin, or "Fit to image" so each page matches its photo with no white borders.
Control the file size
Pick High, Medium or Small file quality. If the PDF is still too big for a form, compress it afterwards to 200 KB, 500 KB or 1 MB.
Private by design
The PDF is made inside your browser. Your photos stay on your device and are never sent to Exam1st or anyone else.
Free, no sign-up
No account, no watermark and no payment.
When is it useful?
- Turn photos of certificates, results sheets or letters into one PDF for an application.

- Combine photos of handwritten notes or assignment pages into a single file for a teacher.
- Make one PDF out of receipts, forms or scanned pages before emailing them.
- Convert a screenshot or picture to a PDF when a form only accepts PDF files.
Frequently asked questions
Is this image to PDF converter free?
Yes, it is completely free to use. There is no sign-up, no watermark on your PDF and no payment. It runs in your browser, so there is no per-file charge.
How do I convert several JPG files into one PDF?
Add all your images, use the arrows to put them in the order you want, then press Create PDF. Each image becomes a page, in the order shown in the list.
Which image formats can I use?
JPG, PNG, WebP, GIF and BMP. iPhone photos in HEIC format only work if your browser can open them. If a photo is rejected, share it as a JPG or set the iPhone camera format to "Most Compatible".
How do I put the front and back of an ID card on one page?
Add the two images, keep A4 or Letter as the page size and choose "2 per page". The two images are placed one above the other on a single page. Choose Landscape to place them side by side.
My photo is sideways. How do I fix it?
Press the rotate button next to the image until it is the right way up, then create the PDF. Photos from phones are normally shown correctly already.
How can I make the PDF smaller?
Choose the "Small file" quality before creating the PDF. If it is still too big for an upload form, compress it afterwards to a size such as 200 KB, 500 KB or 1 MB.
Are my photos uploaded anywhere?
No. Your images are read and turned into a PDF on your own device using your browser. Nothing is sent to a server, so it is safe to use with ID cards and certificates.
Is there a limit on the number or size of images?
You can add up to 50 images at a time. Because everything happens in your browser, very large photos and long lists use a lot of memory, so they are easier on a computer than on a phone. If it fails, use the Small file quality or make the PDF in smaller groups.
